Keith Molkner

Keith Molkner served for 22 years in senior roles at Deloitte and KPMG Consulting/BearingPoint. For sixteen years he directed international development initiatives for U.S. Government agencies (State Dept, NSC, USAID). His work focused on policy, legal and regulatory reforms to advance governance, foreign investment, trade, infrastructure, and stabilization objectives worldwide, including in Africa, the Balkans, Caucasus, Middle East, and South Asia. For the next eight years he was Deloitte Managing Director in San Diego, leading strategic initiatives focused on the needs of Federal, State and Local Government clients.

Previously, he was Deputy Executive Director at the International Law Institute in Washington, DC, where he led development of global technical legal assistance and training programs in areas such as procurement, trade, infrastructure finance, banking and capital markets, privatization, and taxation. He previously managed the Policy Reform Practice at The Services Group, focused on foreign investment, trade and economic zone laws in developing countries, and earlier held legal advisory and leadership roles with the American Bar Association Central and East European Law Initiative, the Mekong Region Law Center in Bangkok, and the Israel/Palestine Center for Research and Information in Jerusalem.

Mr. Molkner currently serves as a part-time Senior Advisor to the International Law Institute. He holds a BA in History and a JD from the University of California, Berkeley, and an Executive Leadership Certification from the Yale School of Management.
