Bruce C. Rashkow

Bruce Rashkow served for ten years as Director of the General Legal Division in the Office of Legal Affairs at the United Nations.  In that capacity, he provided legal advice to the Secretary General and other officials throughout the UN regarding the financial, organizational, personnel, procurement, ethics, and other management and administrative issues. Previously, he served as Assistant Legal Adviser for UN Affairs in the Office of the Legal Adviser at the U.S. State Department. 

Prior to that, Rashkow served for eight years as Assistant Legal Adviser for UN Affairs in the Office of the Legal Adviser at the U.S. State Department.  In that capacity, Rashkow served as the State Department’s top attorney focused on providing advice to the State Department and to U.S. Missions to the UN and other international organizations.  He also participated in litigation before the International Court of Justice, in both contentious cases, e.g., Lockerbie (Libya v USA) Provisional Measures, Order of 14 April 1992; and Advisory Opinion cases e.g., Liability by Use of States of Nuclear Weapons in Armed Conflict, ICJ Reports 1996.

Before that, he served as Assistant Legal Adviser for Diplomatic Law and Practice at the U.S. State Department and as Chief of the Marine Resources Section at the U.S. Department of Justice.

Rashkow is currently an expert consultant on international law and a member of the U.S. State Department’s Advisory Committee on International Law.
